Vanishing Tiger

लाखमोलाचा वाघ

वाघ हा प्राणी नामशेष होत असल्याची आरोळी वारंवार ऐकायला मिळत असली तरी ती फुसकी असते, याचा प्रत्ययही येत आहे. भारत, चीन, नेपाळ, इंडोनेशिया या देशात व्याघ्रशिकारीवर व त्याच्या अवयवांवर जप्ती असली तरी म्यानमार, व्हिएतनाम, मलेशिया इथे वाघांची शिकार वैध आहे. वाघांचे विविध अवयव पुरविण्यात भारत देश आघाडीवर आहे. त्यापाठोपाठ इंडोनेशिया, नेपाळ, थायलंड, व्हिएतनाम यांचा क्रम लागतो. आपल्या देशात 2010 साली केवळ 1411 वाघ सापडले होते.
अफगाणिस्तान, इराण, तुर्कस्तान, मंगोलिया या देशात आढळणारा कॅस्पियन (वरगाटा) वाघ 1950 पासून हद्दपार झाला. इंडोनेशियातील जावा बेटातले सनोडायका वाघ 1972 पासून कुणाच्या नजरेस पडलेले नाहीत. बाली बेटावर वास्तव्य करीत असलेल्या बालिका वाघाचे साधे छायाचित्रहीदेखील उपलब्ध नाही. हीच गत आता इतर जातीच्या वाघाची होणार आहे.
भारतातील बंगाल टायगर, थायलंडमध्ये आढळणारा भारतीय चीनी वाघ, फक्त इंडोनेशियातील सुमात्रामध्ये आढळणारे सुमत्राई वाघ, चीन-उ.कोरिया आणि रशियात दिसणारा सायबेरियन वाघ आणि दक्षिण चीनमध्ये हाताच्या बोटावर असणारे वाघ आता फक्त प्राणीसंग्रहालयात बघायला मिळतील.
वाघांच्या अवयवांची तस्करी हा मोठा डोकेदुखीचा प्रश्न बनून आहे. त्यातून मिळणारा बक्कळ पैसा हे त्याचे मुख्य कारण होय. आजही उत्तर अमेरिका आणि प.युरोपीय देशांमध्ये वाघांचे अवयव मिसळून तयार केलेली औषधे उघडपणे नि सर्रासपणे विकली जात आहेत. एका पाहणीनुसार नुसत्या अमेरिकेत 41% औषधात वाघ आणि गेंडय़ाच्या अवयवाची पावडर वापरलेली असते. त्या औषधांच्या लेबलवर तसा स्पष्ट उल्लेख करून त्या औषधाचे `प्रमोशन’ केले जाते.
वाघाच्या विविध अवयवात शक्तिवर्धक, रोगनाशक आणि कामोत्तेजक गुण असल्याचा समज असल्यामुळे त्यांच्या जीवाला नि अस्तित्वाला धोका निर्माण झाला आहे.
वाघाच्या हाडांना सर्वाधिक मागणी असते. चीनमध्ये 100 प्रकारच्या पारंपरिक औषधात त्यांच्या हाडांची भुकटी वापरतात. शरीरातील गाठी, अशक्तपणा, डोकेदुखी, हातपाय आखडणे, कंबर व पायामधला अर्धांगवायू इ. व्याधीवर ते रामबाण असते. याशिवाय मद्य तयार करताना या भुकटीचा वापर होतो. वाघाच्या विष्ठेचा शरीर भाजल्यास मलमासारखा उपयोग होतो. वाघाच्या कातडीची वस्त्रप्रावरणे तर धनाढय़ मंडळींचा `स्टेटस पॉईन्ट’ असतो. या कातडीचे घरातले अस्तित्व शुभलाभाचे असते, अशी अंधश्रद्धा आहे. वाघाच्या कातडीवर बसल्यास मानसिक रोग बरे होतात, ताप उतरतो अशाही गैरसमजुती आहेत. त्यामुळे पूजापाठ तसेच प्रदर्शनात कातडीचा वापर होतो. वाघाच्या शेपटीची भुकटी त्वचारोगांवर उपचार म्हणून वापरली जाते. कामोत्तेजन वाढविणार्या औषधात वाघाच्या लिंगाचा वापर होतो. त्याच्या 10 ग्रमसाठी चीनमधले 45 लाख रुपये मोजतात. तायवानमध्ये वाघाच्या लिंगापासून तयार केलेल्या सूपाच्या एका वाटीला 320 डॉलर्स मोजावे लागतात. निद्रानाश व इतर मानसिक आजारांवर उपचार करण्यासाठी वाघनखांचा वापर होतो. शिवाय गळ्यातील तावीजात मंतरलेला ताईत व गंडा घालायला पंजे, दात वापरतात. ताप, दम्यावरील उपचारासाठी दातांचा वापर होतो. वाघाच्या मिशीचे केस बिछान्यावर लटकत ठेवले तर पुत्रप्राप्ती होते, हाही समज आहे. दातदुखीवरील उपचारातदेखील त्यांचा वापर होतो.
वाघ हा वनातला सर्वात हुशार आणि शक्तिशाली मानला जातो. त्याच्या मेंदूने मनुष्याला जादुई शक्ती प्राप्त होते असं पटवून 65 हजार रु. ला त्याची खोपडी बाजारात विकली जाते. चेहर्यावरील मुरुमांवर उपचारासाठी वाघाच्या मेंदूपासून तयार केलेले क्रीम वापरतात. वाघाचे पित्ताशय मुलांना होणार्या मेंदूज्वरावरील जालीम उपाय असल्याचे मानतात. त्याचे मांस आणि चरबी वातावरील उपचारासाठी वापरली जाते. वांत्या व रक्तस्त्राव थांबविण्यासाठी तसेच कुत्रा चावल्यास ती उपयोगी पडते. वाघाच्या डोळ्यांचा वापर मिर्गी, मलेरियावरील उपचारांसाठी निर्माण होणार्या औषधात केला जातो.
एकूण काय लाखामोलाचा हा वाघ माणसाच्या भक्ष्यस्थानी पडत नामशेष होत चालला आहे.


It's a sign of the times that naturalists cynically refer to Project Tiger as Project Ostrich. The country is facing perhaps its biggest challenge on the tiger front since Project Tiger was set up in the early '70s. The problem didn't develop overnight. Poaching isn't a new phenomenon, but the poachers have become better connected and more techno-savvy than ever before, making the lackadaisically-managed tiger reserves easy picking. And yet, until the crisis has boiled over — over a dozen tigers have vanished from Sariska national park — no one woke up to it. It required nothing less than the Prime Minister to bring the crisis into national focus.

Look at its magnitude. Official census figures report 47 tigers in Ranthambhore and 17 in Sariska. The situation on the ground, according to TigerWatch, an NGO in the area, is that there might be no tigers left in Sariska and less than 20 in Ranthambhore. In Panna, where 31 tigers were counted in the last census, sightings have become increasingly rare and it's feared most of the big cats have been killed. In Bandhavgarh, tigers are hardly seen — some have been electrocuted by naked wire, when not being hunted down by poachers. Some poachers caught in Sariska have confessed to killing 10 tigers in the last two years. And now there are indications that the gang that cleaned out Sariska has now shifted base to Ranthambhore, indicating a chilling precision in poaching.

There were reports of quibbling about spending Rs 30.67 crore a year on 1,567 tigers in tiger reserves, about Rs 2 lakh per tiger, but people who've been involved with the parks say that's part of the problem. Says WWF species director P K Sen: "People sitting behind desks are making ignorant decisions about tigers that don't reflect ground realities. The funding of tigers needs to be based on the area of the habitat, and not the number of tigers." Besides, each reserve is different from the other. That's clearly the more sensible way to look at the problem. The 27 tiger reserves in India cover an area of 37761 sq km — a little over 1% of the total geographical area of the country.

Money apart, the issue is one of commitment. Few of the forest officers given charge for the safety and security of animals and the jungles treat their job as anything other than a punishment posting. Their heart is not in the job. Nor is there an appreciation of natural heritage or the importance of its upkeep. Consequently, they wink at poaching, illegal felling of trees, illegal construction — indeed, illegal activities of all sorts — while they wait for a more comfortable posting. "Why should we engage with the jungle mafia with inadequate support?" confesses a senior forest officer.

National parks vary in size from 250 sq km to 3,500 sq km and the number of people required to run the parks differs from season to season. Ranthambhore, for instance, sees rampant illegal grazing every monsoon that requires extra attention and manpower. Amazingly, to counter the tech-savvy poachers, there's one forest guard for 5-15 sq km, usually armed with nothing but a lathi, and sometimes without any means of communication.

He could call in the police, if he notices anything amiss, but that doesn't always work. Sometimes, he has to go up the hierarchy ladder through the forester and the ranger, who then gets in touch with the district forest officer, who in turn gets in touch with his counterpart in the police, and by the time a team gets there, it's sometimes as much as 48 hours after the event. In that much time, the dead tiger could be well on its way to New York, says Sen.


Indian tiger reserves still have no anti-poaching squad, a fact that CITES —the Convention on International Trade in Endangered Species of Wild Fauna and Flora — has been bemoaning for over a decade now. Bank safes can be guarded by force alone, but protecting tiger reserves is a joke without a proper intelligence gathering system in place. Only last week, PM Manmohan Singh cleared the setting up of a National Wildlife Crime Prevention and Control Bureau while ordering a special task force to report on the status of tigers.

Singh's initiative is unfortunately threatening to become a political issue. His concern was quickly interpreted by the BJP CM of Rajasthan, Vasundhara Raje, as a political stunt. She, however, backtracked to tell TOI: "I welcome the probe because the government will actually get to know the issue and find out about tigers. After all, they are not missing since the last 12 months."
