BEST undertaking grapples with varying number of drivers, conductors

More than an year after it started adding new buses to its fleet - as a part of the Jawaharlal Nehru National Urban Renewal Mission - the BEST is finding it hard to find drivers and conductors for its 4,685-strong bus fleet.
According to BEST's official statistics, in December 2009, the total number of buses in its fleet was 4,120, while the number of conductors and drivers required to service these buses was 13,167 and 12,762, respectively. However, the number of conductors and drivers available was 13,494 and 12,317, respectively. That is, 327 additional conductors but 445 absent drivers.
In December 2010, the situation has been thus: a fleet of 4,685 with a requirement of 14,856 conductors and 14,453 drivers. The availability, though, is only of 14,594 conductors and 13,513 drivers. That is, a vacancy of 262 conductors and 940 extra drivers.
A senior BEST official, who spoke with DNA on condition of anonymity, said, "The main culprit is serious mismanagement by the previous administration. Timely decisions should have been taken. The effects of the mistakes committed in the recent past have affected the normal functioning of the present administration. However, the recruitment process has been restarted. It will be at least two years, though, before the situation becomes any better."
The official was referring to the decision to buy 1,000 buses to add to the undertaking's fleet. This buying has clearly stretched the BEST's resource management potential. With no new depot or bus station being added to the existing ones, the undertaking is finding it hard to manage the fleet. The issue of lack of drivers and conductors is only an allied one. Eventually, all of these problems have resulted in lesser than expected number of buses plying on the roads, even as commuter traffic in Mumbai has increased.
BEST committee chairman Sanjay Potnis sought to assure that the problem will soon be resolved. "We have speeded up the process of induction of daily wagers as regular employees. This should add more numbers and reduce the problem a bit," he said.

Air freshners in AC Volvo: KingLong passengers say move is biased

BEST administration's recent decision to introduce air freshners in the two newly inducted AC Volvo buses does not seem to have gone down well with commuters.
While some of them complained about partiality towards Volvos travellers and demanded that the air freshners ought to be installed in the KingLong buses too, others were skeptical about the actual implementation of the idea. They also expressed concerns about travellers' allergies to specific flavours.
For Tiwari, who travels on the route AS-2 from Dahisar to Prabhadevi everyday, air freshners are just an "eyewash" of the administration to try and shift focus from the real problems that commuters of the KingLong buses are enduring. "Why does the administration not focus on providing their existing services efficiently?" he said. President of the KingLong Bus Passengers Association, KR Parmeshwar, said, "Care should be taken to ensure that this scheme does not become like the bus TV scheme. Improper programming, loud sounds and a few other factors ensured that the scheme failed to catch commuters' interest. If the commuters sensitive to flavours are made to bear it, the experiment will invite criticism. Also, if the system is good, why not extend it to all the AC buses?"
BEST committee chairman Sanjay Potnis said the scheme could not be extended to all the AC buses since it is being implemented as per an understanding with the provider of the AC Volvo buses. "So, not just KingLong buses, but even other Volvo buses will not have this facility as the bus provider only wants to advertise the air freshners through the AC buses," he said.

The BEST inducted a Mercedes Benz air-conditioned bus in its fleet on Wednesday. Scheduled to run for a trial period of 30 days, it will start plying from Thursday.
From October 21-31, it will ply on the Wadala-Borivli railway station (East) route; from November 1-10, it will run on the Wadala-Kalamboli route; and from November 11-20, it will cater to commuters on the Cadbury Junction, Thane-Backbay depot route. The bus will do eight to-and-fro trips during peak hours.
Mercedes Benz has leased this bus to the BEST on a trial basis. It seems unlikely that the loss-making understanding will add even a single Mercedes Benz bus to its fleet as it costs between Rs1-1.25 crore, while the ordinary bus costs Rs50 lakh.

Did you know there is a toll-free helpline on which you can register complaints against troublesome BEST bus drivers and conductors? Did you also know that once the complaint is registered, the BEST is obliged to address your complaint within 24 hours? And did you know that you could also enquire about bus routes and frequencies on the number?
If you did not, you are one of those several people who are ignorant about the facility. In fact, many of the BEST committee members themselves were unaware of the services.
BEST general manager OP Gupta, in the committee meeting on Wednesday, admitted that the toll-free helpline, which was launched on October 7 last year, needs publicity.
He was responding to opposition committee member Ravi Raja's suggestion that a complaint box could be kept in the BEST buses to enable commuters to complain about any problem they have with bus drivers and conductors.
Reacting to Gupta's reply, Raja said: "Even the committee members were unaware of this." Thereafter, Raja suggested that the toll-free number, 1800-227-550, be prominently displayed on the BEST buses.
Despite the increase in complaints against bus drivers and conductors, the BEST administration had not bothered to inform commuters about the helpline.

But it the very bad thing about you that your bus drivers are not stoping buses where the Best bust stop sign is not marked. mainly at stop say Vastu-Anand & Subhash Tower area. Due to this we are facing so much problem.

Objective of this complaint is that kindly suggest your drivers to stop the buses the location said (Vastu-Ananand, Subhash Tower) or pl also provide stop for these two locations.

BEST had avoided fare hike for too long

Road transport service by the BEST has always been known for its efficiency. But during every bandh, its buses have to bear the brunt of mobs leading to their extensive damage. In the game of one upmanship, political parties are pushing the transport utility into the red. Just because the Shiv Sena tired to score points by calling for a bandh on price rise, the Cong-NCP were trying to stall the fare hike, even when BEST was bleeding by a whopping Rs40 lakh every day. But finally, the fare hike has been passed. Alok Deshpande speaks to BEST committee chairperson Sanjay Potnis.
What was the reason behind hike in ticket price?
The Centre announced the price hike in June and CNG prices were increased by Rs9.50; and since 2009, the diesel prices have gone up by 100%. But BEST always avoided any price hike in spite of suffering tremendous losses. BEST is suffering a loss of Rs40-45 lakh per day. We are aware that this price hike will affect 46 lakh daily commuters, but at the same time, we have to think about the 42,000 BEST employees' families. The loss became unbearable for us and hence it was necessary to announce the price hike to continue BEST's functioning.
Why have the losses become unbearable so suddenly?
Till 2003, BEST was benefited through cross-subsidy. That means the electricity department of BEST used to share the losses which the transport department used to suffer. But under Electricity Regulation Act 2003, the cross-subsidy was halted and the BEST electricity department was taken up by the Maharashtra Electricity Regulatory Commission (MERC). We were left alone to deal with the losses.
Does that mean the losses increased only because the cross-subsidy was stopped?
As I told you, that was one of the reasons. BEST has been spending Rs160 crore per year on various social activities. For example, we offer free pass to students, blind people, freedom fighters and many others. These are activities which are supposed to be carried out by the state government. We have been asking the state government to give us subsidy, since we are doing what they should do. But there has been no response.
Your party Shiv Sena was in forefront calling a bandh against price rise. Isn't this double standard?
Yes, we were against price hike and still are. But you should ask the central government who introduced inflation and price hike at the first place. Had it been in our power we would not have allowed any price hike. The proposal to raise the ticket prices was pending for long, but we tried to avoid it for as long as we could.
Don't you think the party will suffer due to its decision in the BMC elections?
I know this is not a voter-friendly decision. But 42,000 BEST employees and their families are equally important to us. We avoided the fare hike for seven years, so I think the people of Mumbai will understand our position and will co-operate with us. And there is no question of us suffering in elections because we are not the ones who have started the price hike.
Is there any possibility to reverse your decision?
If the government gives a special subsidy for BEST on diesel and CNG rates, we will reverse the decision in the next 24 hours. BEST needs money to run its services and this fare hike will increase the daily income by Rs25 lakh.

BEST to introduce e-ticketing on buses

The Brihanmumbai Electric Supply and Transport (BEST) undertaking will soon introduce electronic ticketing machines on its buses that will allow commuters to not only issue tickets, but also renew or validate their passes.
OP Gupta, general manager, BEST, said the undertaking was launching the system as pilot project at one depot, which is still to be decided. Also, they are planning to buy 7,500 electronic machines in a phase-wise manner. About 6-7 lakh pass holders will be issued new card passes for free, he said.
The contract for the new electronic ticketing project includes training in handling the electronic equipment for the BEST employees. In the first six months of the project, the undertaking will create 150 points for the sale of passes.
The service provider, Trimex IT Infrastructure and Services, has been assured a passenger load of at least 30 lakh per day. It will earn 10 paise (tax deducted) on every ticket. However, the earning cap for the service provider is fixed at Rs1.22 crore (tax deducted) per month or 40 lakh commuters per day.
Also, the BEST will take over the operations after completion of five years. The cash handling rights, however, will rest with the undertaking

BEST buses have killed 47 people this year, injured 207 seriously

Most accidents have occurred due to the recklessness of the untrained bus drivers hired by the undertaking

One morning in early March this year, 22-year-old Shweta Gupta, a student of commerce, was walking on SV Road. She was on her way to her father's shop, which was close by. A speeding BEST bus, which was on its way to Jankalyan Nagar in Malwani from Malad (W) station, according to reports, "ran over Shweta's waist and legs. Both her legs were fractured and her waist was crushed."
Her father, Ramesh, is reported to have said, "I was about to enter my shop when I heard people shouting. I rushed to the spot and discovered that it was my own daughter who had met with an accident." She had died on her way to the hospital,.
Shweta was just one of the 47 Mumbaikars, till November this year, to have been killed in accidents, which occurred as a result of recklessness of some BEST bus drivers. The numbers for victims who suffered "serious" and "minor" injuries are even higher: 207 and 534, respectively. What makes these numbers disturbing is the fact that they are considerably higher than the previous year. According to BEST chief spokesperson, NA Walawalkar, there were 39 deaths, 182 "serious" injuries and 564 "minor" injuries in 2009.
When DNA tried to contact General Manager OP Gupta to get the official response regarding the issue, he was unavailable for comment. BEST chairman Sanjay Potnis, too, was evasive. "I haven't received a report regarding the issue so, I cannot comment," said Potnis.
However, BEST committee member of the opposition, Ravi Raja, was unsparing in his criticism of the administration. "The bus drivers are neither provided proper training or guidance to help them de-stress. BEST was once known for its safety but now, it has become people's nightmare," he said.
Another BEST committee member, who spoke to DNA on the condition of anonymity, said, "Most of these accidents are a result of the unskilled and untrained on-road staff-drivers and conductors-hired hastily by former general manager Uttam Khobragde during the 2007 workers' strike. This staff was hired on daily wages and their salary is still very low. Such drivers are not motivated to be efficient. To add to the problem, he is without professional training. Thus, mistakes, which they make sometimes turn serious and are bound to occur. The administration should listen keenly to what the daily wagers say when they protest instead of simply labelling them as unruly protestors."
