Taking serious note of a series of complaints made by residents and housing societies in Mumbai and its suburbs, chief minister Prithviraj Chavan has decided to dispose of complaints in time bound manner and has directed the state administration to expedite the procedure of deemed conveyance for housing societies.
The grievances were pointed out to the chief minister during a public hearing in the western suburbs a couple of months ago. Chavan, in a review meeting held on Tuesday, directed the departments concerned to dispose of the maximum number of cases across the state by end of June next year.
Even after making amendments in the existing Act two years ago, several housing societies in the city and suburbs have not been able to comply with the deemed conveyance formalities.
Three departments – revenue, relief and rehabilitation and cooperation – have been directed to coordinate among themselves and form a committee for compliance.
The housing department has also been directed to put up on a website, comprehensive information related to the 88,000 housing societies in the state.
Moreover, Chavan also has directed the departments to recruit more people to facilitate the speedy compliance of the deemed conveyance to the societies.
The government has decided to organise Lok Adalats to look into grievances of housing societies and the residents.
Nearly four years ago, the state assebly had amended the axisting Act to ensure that housing societies comply with conveyance. In spite of the ammendments having been made, administrative hurdles and resistance from builders had come in the way of the compliances.
The non execution of the deed prevents housing societies from getting property tax and bills for other amenities in their name. Societies are also prevented from carrying out any redevelopment withing their premises and face other legal complications in case of natural calamities.
Earlier, state government had decided that housing societies applying to get their name on the property card will no longer be required to produce records of all previous transactions with respect to the land.
